The Situation

Maintenance had become a reactionary maze: no system to follow, no tools to track the work, and no accountability to make any of it stick.

On the floor, the maintenance organization was running without a map. There was no systematic approach to the work, the vital tools to track and plan it were missing, and a culture of accountability had never taken hold. The result was an operation that reacted to whatever broke next rather than getting ahead of it.

The structural strain showed up in who was doing what. With too few trained mechanics, supervisors were pulled into mechanical work themselves, which left their crews without adequate supervision. Work assignments were inconsistent, and after completing their startup checklists, crews effectively went on standby, waiting for the next crisis to call them in.

Leadership did not need a one-time fix for the failure of the day. It needed a system: defined preventive maintenance, a way to track every work order, the KPIs to make performance visible, and the frontline discipline to keep crews on planned work instead of firefighting. The goal was to cut cost without cutting quality, which only a durable management structure could deliver.

A survey exposed deep training and development needs at the Superintendent (29%), Supervisor (56%), and Lead (80%) levels, while the Maintenance MOS was only 46% present with 40% needing enhancement, forcing supervisors to do mechanics' work for lack of trained crews.

POWERS structured the 26-week project to stand up management infrastructure and rebuild frontline discipline in parallel. An Interim Work Management System went in immediately to bring order to the work while a CMMS was selected and implemented, so tracking did not have to wait. At the same time, every mechanic was assigned value-added tasks, staffing was right-sized to match actual workload demands, and strategic communication points were introduced through the day and week to keep crews coordinated.

On the management side, critical KPIs and tracking methodologies were developed to give leadership visibility, R&M spending was brought under systematic management, and effective Preventive Maintenance plans were created for critical equipment. POWERS instilled a proactive culture among Supervisors and Superintendents and promoted root cause analysis to identify and eliminate the triggers behind downtime, moving the organization off its run-to-fail posture for good.

Reinforcing the new system, 24 weeks of Advanced Maintenance Practices training was rolled out across Mechanical Concepts and Electrical Power, closing the skills gaps that had forced supervisors into mechanics’ work. The cumulative effect was a maintenance operation that planned its work rather than reacted to it, with crews completing more than 1,800 PM hours each week as evidence the proactive shift had taken hold.
